When applying in person you can obtain your birth/death certificate if on file. You must be a qualified applicant to obtain a birth/death certificate. Applicants must provide a valid government issued picture identification or a valid driver’s license.Mother and Father are the only one’s allowed to take the birth certificates. If any other person is
coming in their place a notarized letter stating so, will be required. Notarized letter must
state child’s name, date of birth, both parents name, the name of the person obtaining the birth
record. Original notarized letters stays on file with the application for birth / death record.
An original photo identification of parent(s) and the person obtaining the record must be
presented along with the notarized letter.Note: Aunts, uncles and cousins are not considered immediate family members. If a father’s name does not appear on birth record he will not be allowed to take the birth record out.
Mail Requests for a Certificate
Correspondence requests will be processed the same day. When writing, please give full name on the certificate, the name of the father and mother, the place and date of birth or death. Remember to include a return address and enclosed a copy of the requestor’s driver’s license or ID. Money order should be made payable to the City of Hidalgo. The City of Hidalgo is not responsible for problems in mail-handling. (Mail in a copy of the Application for Birth / Death Record provided online)Certificates on File
All births and deaths that have occurred within the City of Hidalgo since 1961 to present time are on file.Information Subchapter C. Information Accepted from Required Disclosure, §552.115 Exceptions: Birth and Death Records.
(A) A birth and death record maintained by the Bureau o Vital Statistics of the Texas Department of Health or a local registration official is excepted from the requirements of Section 551.021, except that:
- A birth record is public information and available to the public on and after the 75th anniversary of the date of birth as shown on the record filed with the bureau of vital statistics or local registration official;
- A death record is public information and available to the public on and after the 25th anniversary of the date of death as shown on the record filed with the bureau of vital statistics or local registration official.
Errors on Certificate
Once a certificate has been filed in this office is it a legal document. The record cannot be altered or corrected by our office. Amendments to the certificate may be filed to correct error(s). This is done by completing an Application to Amend Certificate of Birth/Death. We provide amendment services at the City of Hidalgo only when the child was born within the City of Hidalgo city limits. Otherwise, the application to Amend Certificate of Birth/Death must be mailed to Vital Statistics MC 1966, Texas Department of Health Services, P.O. Box 149347, Austin, Texas 78714-9812 along with the amendment fee of $15.00.
Amendment forms and fees are available at the City of Hidalgo – Vital Statistics Department.Birth Certificates Lacking the Father’s Information
Until September 1989, Texas law required that unless the parents were married at the time of birth or conception, the father’s information was to be left blank. The father’s information can now be added to the certificate even if the couple is not married. The biological father must sign the Acknowledgment of Paternity documents before his name can be added to the child’s record.To add the father’s name to the certificate complete the Acknowledgement of Paternity and an Application for a new Birth Certificate Based on Parentage. Both forms have to be completed by both parents and, mailed to Bureau of Vital Statistics. P.O. Box 149347, Austin, Texas 78714-9812. The Bureau of Vital Statistics charges a filing fee $25.00 and, $22.00 certified copy of the correction being made. A check or money order needs to be sent with the forms. The City of Hidalgo will assist parent(s) whose children were born within the City of Hidalgo city limits with the Acknowledgement of Paternity.
